If only it was as simple as "if you build it they will come." Sadly, it rarely is. For even the largest social media web sites, success is the result of careful planning and a commitment to a well considered strategy. An unfortunate truth that software providers never want you to know prior to buying their software is that success almost never lies in the tools alone, even with the most feature-rich community solutions available on the market.

This is because "social media" is about people and content first, and technology second. Success therefore is influenced more by the culture of your product and users, and the team that manages them than by the product itself. To build that culture you need to bring together the right people within an organization, and then execute upon a well conceived plan and roadmap.
